The Centre has notified changes to the National Highways Fee (Determination of Rates and Collection) Rules, 2008. These amendments introduce a rationalised toll system for expressways that are only partially operational.
Previously, tolls on incomplete sections were charged at a premium, 25% higher than standard national highway rates. The amendment will take effect from February 15, 2026. It will remain in force for one year or until the expressway becomes fully operational, whichever comes first.
Under the newly notified National Highways Fee (Determination of Rates and Collection) (Amendment) Rules, 2026, partially open expressways will adjust tolls. Now, operational stretches will be charged at the standard national highway rate. The expressway premium will no longer apply to these sections, making travel more affordable for users.
The Ministry of Road Transport and Highways stated the change aims to boost traffic on completed expressway sections. Additionally, it seeks to reduce congestion, enable faster goods and passenger movement, and lower pollution on older routes.
According to the ministry, this move is part of broader government efforts to enhance India’s highway and expressway network. Furthermore, it aims to improve efficiency, affordability, and the overall user experience for travellers.
